Foundation (KEF): Earthquake
Rehabilitaion Winter Survival Shelter Program
1.
In response to
the proposals received from Small Kindness's donors
and others who are desirous of channelling their
aid for the relief and rehabilitation of earthquake
victims through Kashmir Educational Foundation
(KEF), the latter has decided to extend a helping
hand in this matter. To this end the organization
has established a team of experienced and senior
workers to identify and reach out to the victims
and provide them immediate relief and to also
make appropriate arrangements for providing relief
expeditiously particularly shelters to the affected
families against winter which has nearly set in
already:

They will be assisted by Air Vice Marshal (Retd.)
Aftab Raja who will be the Chief Coordinator of
the programme. The above persons have been designed
as Chief Executants of "KEF Winter Survival
Shelter Programme". Their main task is as follows:-
(i)
To identify affected needy families
in the villages in and around Rawalakot area
who require shelter.
(ii)
To mobilise local manpower teams and construct
suitable shelters against cold, rain and snow
a prototype of which has the approval of local
community.
(iii)
To provide any other assistance needed
by the affected families which KEF can possibly
organise.

will receive and account for all donations in cash
or in kind and provide the Chief Executants monetary
and material resources needed by them to complete
providing shelters before severe winter sets in.

The Chief Executants of the Programme will be
expected to maintain and render proper accounts
of all relief goods and moneys etc. received and
utilised by them and for monitoring the quality
of shelters for which purpose required staff will
be hired.
4.
KEF will also be conducting separately a survey
of those affected families in Rawalakot and Bagh
areas who have lost their breadwinners or are otherwise
in serious distress with a view to finding ways
and means to help them in the short run to stand
on their own feet.
Dug-in
bunkers to accomodate tents.They serve the purpose of keeping
the inhabitants warm and draught free where snow covers everything
during the Winter months.
